I think I've heard of this issue before. Make sure that there aren't any cables interfering with the fan blades. If not, contact Corsair. 

 

This is why you never buy Corsair fans :P

Really sounds like a cable is on the fan. But that doesn't explain why it's only at 100%. Weird.

It's very weird considering it doesn't even do it at 95%, which made me initially think it was an issue with the bearing.

Have you tried the fan in another system? It might be due to the header you're using to power the fan.

Have you tried the fan in another system? It might be due to the header you're using to power the fan.

It's connected to a X61, but I tried it this morning and no clicking at all.

it doesn't really sound like a cable ticking, could it be ticking against the rad? otherwise i'd say contact noctua, cause this isn't normal

This happens with my front fan sometimes. It happens when the fan flexes too much from outside forces (gravity & air).

 

I squeezed the center of the fan more towards the middle a few times and now its back to normal.
