Get better cpu cooler or just get more 120mm fans?

We don't have a ton of information to go from, but I'd always upgrade the stock cooler first.

So, my PC when i run games like Elden Ring or little demanding games turns up the rear fan noise a lot. Although with a headset I cant hear it.  It does get annoying.  should I upgrade my stock cooler? or just get better 120mm fans for the rear bc I'm using default case fans. 

 

 

 

 

 

Edit: My default CPU temps are around 15-25 celsius
