Cinebench does take quite a while to extract. because it contains a lot of very small files. Testing on my poor work laptop and it's about to shit itself:

I'm also sceptical of cloning as if its not done right it can cause misaligned blocks which will slow writes down too.

You can easy check it in ass benchmark ( there supposed to be 2 green OK on the upper left corner, one is for the mode, the other of 4K alignment ).
You don’t even have to run the benchmark, just open it. 
 

as for the topic
it’s just a windows explorer thing, as it’s one threaded. 
but well, SSD also do impact it. 
 


there is a multi thread copy on windows robocopy ( but no verification function, and easy to nuke the data, my friend once delete his whole partition, even tho I did warn him before, for him to be careful with it) and some synchronization programs do use it.
