No, you can get the same variant for about $60-80 on eBay.

Theres an XFX one for sale for $60 rn locally

I’d only pay $60

A friend of mine wants to sell me his gpu and I was wondering is it worth it? He wants $100  ? Can you guys tell me if it’s a good deal or if he’s ripping me off. Since I wanted to build a pc  but only know surface stuff.

It's not really an okay deal. I'd try to get him lower, but at least you know the history of the graphics card.

The seem to be going for closer to $160 with shipping on eBay.

The blower ones or reference ones tend to show up every now and then for 100$ listings, presumably someone just wants the card gone so they’re like $20 under market value. 
Same as that $60 580 up there. Just a matter of checking what’s listed every now and then.

 

And sometimes you can toss them in your watchlist and see if they send a reduced offer, or if they allow offers just send one and see if it works.

So it’s not consistent but it is possible, just with enough deal hunting you could probably source a $100 1080 within a day.

Is that gpu a good beginner gpu for a low budget pc build? Or is it outdated

The RX 580 is not a bad card for a budget build, especially the 8GB variant. Sapphire makes some pretty banger graphics cards, so if you can get your friend to do a lower price, you probably won't regret getting this one.

 

A used GTX 1070 TI is also worth considering in the sub-$100 category. We are talking USD correct?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

It’ll do fine, it’s definitely an old card at this point but you can watch modern benchmarks for the rx 580, it’ll play current games in 1080p no issues.
