Second Monitor (4k 60hz TV) is stuttery

So i have a capable build with a ryzen 5 7600x 32gb ram 7800xt  but when using my second monitor (Samsung 4k 60hz TV) its feels like its not really smooth. For example a youtube video 60 fps or not is sometimes stuttery, i also notice it just moving my browser around quickly. Another thing is my animated wallpaper with wallpaper engine is also stuttery. I have had other gpus before like a 3070 and 6700xt and the same thing happens. What could it be? One thing I think it could be is that i am using a cable that is just a high speed hdmi cable, could that be it?

if it is similar to my samsung, there is a setting under picture/expert settings called picture clarity. i find that i get random stutters and lags when this is turned on, so i leave that off. i would try that first.
