MacPro4,1 only uses 1 cpu after x5690 upgrade

So recently i bought new cpus for my macpro, i installed them and now only 1 is working...

one of the cpu heat sinks is cold.

if anymore information is needed just ask!

Switch the CPUs around and see which works. If the other socket heatsink gets hot and the one that was working is cold, then the 2nd CPU is borked and you need a new one. If the same socket works again then likely something is up with the 2nd socket.

so both cpus still work. must be something with the board...
