Check ASRock's page, OEMs list the specs for all their boards. The page for that one is here: https://www.asrock.com/mb/Intel/Z790 Pro RS/index.asp, and the relevant memory section:

XMP is technically OC (overclocking) so it should work with up to 6800Mhz XMP profiles, though as per usual with XMP it isn't a gaurantee, you may need to punch in the main speed/timings and let the motherboard sort the sub-timings.

And they have a few 6400 and 6600 kits they tested to be 100% sure they work:

All motherboard OEMs do this, the site layouts are sometimes mildly different, but this is how you can track down what the OEM says will 100% work or not. Anything else is a "probably/maybe". For what it's worth, I've never bought based off the QVL list, and haven't had any issues aside from a Corsair DDR3 kit not playing nice with its own XMP profile on an X79 Dark, but that's an easy fix (as mentioned above, key in the speed/main timings/voltage and let the motherboard sort the rest).

It should. The exact kits they list there are tested to work 100% with their XMP profiles. Any 6400 XMP kit should work, at worst you may need to key in the settings by hand instead of using the profile, but you will still be able to run your full speed.

It should assuming a good motherboard. The memory controller on 13th gen is significantly better than the one on 12th gen and should be able to do that level of memory speed.

Pretty much any new gen cpu would be fine given you're playing at a reasonable resolution for a 6900xt. I'd take a look at the 13600k(f)
