If you're saying this is a mobo it isn't, it's your ram. Are you more asking what can support 4 sticks of ram? 

Pretty much all boards that aren't itx and other few exceptions  will have 4 ram slots 

 

A few boards I'd reccommend include the msi b550 a pro, b550 steel legend, b550 gaming plus, b550 tomahawk, and b550 taichi all being priced in different groups

I'm having a hard time understanding what you're actually asking. You're asking for a motherboard that supports 3600MT/s CL14? It would be quicker to list the boards that don't support that (the ITX boards, some early B350/X370 boards, and that's about it). What other features do you need, since that's way more important than if it supports that RAM config (literally every board worth buying supports it).

Why do you want 4 sticks of 3600CL14?

4 sticks are often a problem for Ryzen memory controller, and cl14 gives miniscule performance gains vs cl16 or even cl18 for a quite increased price tag??

Almost every motherboard that isn't mini-itx or extremely budget supports 4 sticks of ram.

i want 32gb and the only cl14 was 4 sticks and what is the difference in performance of cl14 and cl16?

It's kind of hard to suggest anything when it's even unclear what your asking for in the first place. So what do want for the mobo ( any limitations or needs), what's your budget and country. It might be easier to post a pcpartpicker list of what you have already and when you plan to buy. 

These will all be helpful in having others give you suggestions and feedback for your build

Gaming you need 16gb aka 2 8gb sticks,To get 4 sticks to run that fast is gonna take a very pricey motherboard and ram kit.That same money is better spent on a better gpu.

is  i7 13700k or i9 13900k (or 13900ks when and if it comes out when i start buying) will it bottle neck with a 6900 xt if it will what gpu should i get for the cpu?

You're good. You want the CPU to outrun the GPU whenever possible, so that's already an optimal combo. Aside from like, a 4090, there isn't much faster than the 6900XT that is worth upgrading to AFAIK.

The 4090 is way faster than the 6900xt. But it's also way more expensive. It's a good buy at it's current price

I got downvoted on Reddit like crazy for this, but it annoys me that RDNA3 uses 3x8 pin and not the new mini 16pin with the sense cables. Almost makes me completely disinterested

Dont, the performance will be hardly better (if better at all). Save on the CPU, spend on the GPU. A 5600 would be fantastic for 4k. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.
