In a controlled environment, sure.

 

At sea, with turbulent water and with tons of clothes on, with water at a temperature that will soon induce you in a state of hypothermia, slowly killing you off... not so much.

I once broke through the ice on a local lake as a kid, almost resultning in me drowning because of how hard it was to move in the water with so much clothes on, and the water was freezing causing complete numbness in my body after just about a minute... this "video" does a good job portraying that state of panic. Yikes.
