Thats what the headline said though, Dell can't send some PCs to CA because of new laws. Either you are dyslexic or illiterate because the words the headline says is not matching what you are repeating what you think it said. I'm serious, it says "Dell won't ship energy-hungry PCs to California and five other US states due to power regulations.", but then you are trying to tell me it says "you could not send high-powered pc's to California". Is this gas-lighting? The words are right there and they are completely accurate and unbias, but you keep mangling them again and again. Why are you so unable, or unwilling, to actually comprehend the words written so plainly?

And how on earth does it make CA look "wanky"?

So the TLDR (for the gaming pc portions) is some gaming pcs that are not meeting the energy requirements are being banned/restricted?
