Plz recommend good cpu cooler

Hi forum, for around a week ago i noticed my cpu not got cooled enough so i want to know which cou cooler will u guys recommend. Btw the max height of the cpu cooler shall be 150mm, and can fit a LGA 1151 Socket.

What CPU (Intel obviously, but there's a huge difference between the cooler you need for an i3 vs the cooler you need for an i9)?

The tower coolers are Dark Rock Slim, U9B and M9 Plus. And then there are several down-drafts. What RAM?

Where are you shopping / located? Budget?
