Charge and transfer data at the same time from power device

I have a phone that charges at 18W and I sometimes use it as a second screen via USB with my computer, the phone is kinda old and having it at full brightness is enough for it to discharge even though its "charging" and recieving data from the USB port. My idea was to buy a powerd usb HUB that could provide the needed power and transfer data, but i have not being able to find one, a lot have external power to function properly, but non say that will charge devices with higher wattage, and the ones that have charging ports dont provide data transfer in those ports. ¿Any idea if a device like this exist ? One that can charge usb devices with 10 or 18W power but also can transfer the data form USB to the computer.

I have a bunch of these Anker 7 Port hubs and the charging port works for data. Its supposed to do 2.1 amps max through that port, so just over 10 watts.

 

I know I use that port all the time for data on one of hubs (have two on my main machine), though never checked to see if it's actually putting out 2 amps.  (I'd honestly prefer it to be less, I generally prefer things to be slow charged).

Since typically fast charging support is communicated by setting the data lines to specific levels it's incompatible with actually using them to transfer data. So yeah AFAIK it's not possible to have both data transfer and fast charge at the same time.
