can this fan spliiter control 3pins fans?

No it can't

It can only power it, but it couldn't control the fan speed. Plus, the motherboard wouldn't detect the fan speed of the fans plugged through this splitter

(I have that exactly same splitter on my rig)

i have 3 corsair fans with 3pins if i use this 4pin fan splitter on the motherboard then i connect the 3pins fans on the splitter will i controll the fans  speed via motherboard?

this might work might need one pwm fan

if you hook it to a hater that controlled by the mb in dc mode you can control it.

@ImWillyis correct. That is just a splitter/hub labeled to make it look like it's a controller. Since it has no controls and plugs into one header on your mobo, all fans connected to it will run at the same percentage of speed. 

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

what MB do u have. i got 10 + 2 cpu fans, i was gonna get a fan hub, then i realized i can connect them all to the mobo with splitters and control it better with less cable clutter.

 

max 2 fans per header, 3 fans on h-amp which has more power.
