Let me call up Asus and MSI to ask.

I would assume its their birthday or the last day they could get a graphics card for their birthday.

RTX 3070 are available now. If you are looking for an MSRP card to be available on 11th of April, I wouldn't hold my breath. I don't think that this is something that can be achieved before the mining craze has subsided or the next gen cards arrive, thus lowering the interest in RTX 3000 series cards.

Set the money aside, check stock on major retailers regularly, be extraordinarily patient, and eventually you will get lucky.

 

Or you can buy from scalpers for 2-3x MSRP to ensure you get it by your artificially imposed deadline. There isn't really a third option here.

Do you know any good cards that are pretty cheap that can run rust good and other high end games

Currently best price/performance that is good enough for 1080p would be like: used RX 480/580 4gb, 1060/1070 3gb, 1660 etc etc. And ofc look for these on used market, anything with 4gb or less (as it cannot be used for mining), you might find it as low as 150usd if you're lucky and it should hold untill crypto market crash.
