Need help Low gpu usage and low cpu usage after upgraded pc parts

Hey, so I recently upgraded my system from an i5 9400 and rx5600xt to a ryzen 7 2700x and rx 5600xt(just upgrade cpu and motherboard)When I launch gta or five m I’ve noticed my gpu barely gets utilized and I’m getting worse performance than before. My gpu and cpu usage isn’t even getting maxed out so I don’t know what’s wrong. 
 

specs:  ryzen 7 2700x

X2 16 3200 ram 

Msi rx 5600xt mec oc 

Master watt 750

msi b450 carbon max Wi-Fi

Yes windows was reinstalled and I’ve updated my chipset and gpu drivers.

Temps on the cpu side got increased. Max out around 65 and gpu around 62

Yeah I cap it at 62 but when I uncap it doesn’t go above 55 sometimes. I also have free sync on. Is that an issue ?

This will limit overall GPU usages,as far as uncapped FPS...that single core speed change between CPU's is worse..
Because...to note, GTAV won't use all cores, and the the singlecore speeds matter more, the 9thGen Intel can likely push equal or more frames than a 2700x (in this game due to only 4cores being used or less)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

check your cpu usage on *all* cores / threads.

 

edit: also not to be that guy, but that was a downgrade not an upgrade, the intel CPU is better for gaming and you cannot expect better performance especially not in a poorly multi threaded game like gta.
