You need to enable the setting within Plex itself.

Follow this guide.

For my Plex server i had to manually define a static port in Plex then forward that port in my router firewall. For whatever reason UPNP would not work for Plex on my router.

I've had this too, even though my port is manually open on my routers firewall.

I had to do the same thing, and manually defined my Plex port (still has 32400) and then it worked fine.

As far as your internet, do you know if you have a dedicated IP address? If your ISP is using CGNAT (shared IP addresses) then it wont work. CGNAT is most typical on mobile broadband.

First of all if you do have a static IP, its not wise to share it with the world. Just saying.

Firstly do you have a static IP set to each of the servers? Also keep in mind that each port can only be forwarded to one machine at a time, so you will need to make sure your second Plex server is using another port.

I just browsed the support article. A few things I did notice. While you can pick any external port for the WAN side of the port forward. It does state that the internal port has to be 32400 TCP. So double check those settings if you could. It also mentioned checking the OS fire wall as well. Windows has a built in Firewall since XP SP2, so Windows could be doing something in that regard. They also state that Jumbo Frames will also keep this from working. Interesting.

Lastly, doesn't apply to you, but Comcast seems to block this activity on their xFi advanced security function on their gateway. Good thing your not using Comcast and their equipment.

I just want to sit back and watch the world burn.

Check if you enabled this feature in plex settings.

I'll just add shut down one of your plex servers until you figure out the first one then fire up the second this will at least rule out the two conflicting with each other as stated they have to be on two separate ports if both are running at the same time you could be dealing with a port conflict

Static and Dedicated IP addresses are not the same thing. But if it's been allocated as a static IP address, then yeah you won't be on CGNAT.

As @Donut417 advised, make sure your local IP address is static as well. If you're using DHCP then you need to make a DHCP reservation to stop the IP address from potentially changing when the reservation expires.

As well as the rest of his suggestions, also try ticking the "Manually specify port" and enter 32400 and Apply. This forces it to listen on the port, i've had issues where this doesn't happen automatically
