Irritating bottleneck on rtx 2080 at 1080p

My pc specs: 1080p, i5 9400f, 16gb 2666mhz, h310m mobo, rtx 2080 and a crappy 550w power supply

Im struggling to get decent performance in any game, the cpu is constantly at 100% and no settings i turn up for gpu fixes it. Is my ONLY solution to upgrade the cpu? which then needs new ram and mobo, and power supply? and monitor? So basically everything, or am i better off just getting a weaker gpu for 1080p because ive seen people get 200fps+ on a gtx 1660 in fortnite while im limited to 100fps regardless of the settings i play at. Help would be greatly appreciated on this, I have the budget to buy a i7 9700 used but im still wondering if 1080p is my next bottleneck for that.

Faster RAM helps the CPU scale when CPU bound but 9400f isn't worth investing money on RAM to scale up from 2666 to above 3200-3600+ (if its even going to train that speed on the motherboard via the CPU IMC and System Agent voltages lower end CPUs are locked down with.

The 2080 is no slouch esp at 1080p, your putting the CPU through paces already it just isn't enough coupled with the slower ram speeds it can't scale further.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

So what do you suggest i do, do i have to replace everything?

Yes only solution is to upgrade the CPU

Look at your 9400 compared even to a lowly sub $100 Ryzen 5500, not even close...

So this and a am4 mobo will fix my stuttering problems on games? I always knew i5 9400f was a terrible cpu but i had gotten it because it was praised for being "as good as ryzen 5 3600"

It wasn't as good as a 3600, which is very close to a 5500; especially the lack of HT is barely acceptable now... (and thinking my 2013's 4770K *had* HT I can't understand Intel's reasoning to not put it in all 9th gen..)

Anyway, if you upgrade, get a 7500F, it's as fast as the best AM4 chips, not really that expensive anymore, and upgradable, even an entry level AM5 board can run a 7950X3D...

Or better if you can afford it, imo 7700 is very nice cause it has 8 cores 🙂

The problem.with the i5's of the 8th and 9th gen was that they were 6core/6thread cpu's whilst amds 3600 was a 6c/12t.

Due to only being 6 threads they aged terribly and were obsolete for a stable gaming experience in all games by about 2020.

Its really dumb as a i7 8700 is still doing fine these days (dont get it). As well as  9900 (dont get it) thr 9700 is defo next on the chopping block (also dont get it).

An upgrade to a 7500f or 7600x would be MASSIVE!!!!

Downgrading your gpu to give your cpu a bit of breathing room is just a poor idea. You can achieve the same by just limiting your fps. However that wont help a lot since well you are technically no longer meeting fortnites now 8 thread requirement for somewhat smooth gameplay.

I have also tried limiting to 60fps and even tho the frame rate is stable at 60 the cpu/gpu usage is constantly changing so it still stutters

I found a i5 10600k, 32gb 3200mhz, z490 plus bundle used for $200/£180, do you think thats a good upgrade?

Until you replace the CPU, crank up the details or even increase resolution scale. You should see minimal performance loss, if any at all
