which is better? Skull candy EVO or Skull candy ANC? both are 200$.

They're completely different. They both have ups and downs. It's a personal preference.

you know that kind of vibrating caught my attention! I'm using Beyerdynamic custom game headset. just for that vibration i wanna buy. will i regret it?

Just cause something has bass doesn't mean it's good though. The sound quality on skull candies are generally sub par they offer gear to those who only care about bass and nothing else they are just a general consumer headphone

Bruh my favorite pair of skull candies to make fun of cause my buddy has it  are the ones that have the phone vibrating mechanism on each ear so when bass happens the headphone physically vibrates

Sonys range of wireless headphones are very good and very popular with positive reviews from public and specialist reviewers. 
They just released a new generation of their flagship wireless headphones and the price of the old generation which is basically the same product has halved.
So take a look at the Sony WH 1000XM3

I personally use them and they have great bass if that's something you find important
