have you checked the PSU tier list?

Based on these two units, The U9 is better.

Both are not something I would use with a dGPU but I'd you are limited to them only, U9

Im planning to use it with one of these GPUs: 1050 Ti, RX 570, or 1650(maybe the super version) but im leaning towards the RX 570

Yeah definitely go with the System Power 9.

Have you checked for pricing on the 400W though? If that's cheaper by a good enough amount that you can then afford a 1650 Super, that'd be the way to go imo.

in my country, it is 2,800.00 Php(around 57 usd) and the CV is similarly priced.

also it seems they dont sell a 400w though
