4300 * 4 = 17200 mhz but there alot more to it than your clockspeed, like achitechture, integrated memory etc all effect speed of your CPU

 

 for example amd has 5 GHz and 8 cores so 40000MHz but that doesnt mean they beat out a I7 4960X which has 4 ghz and 6 cores so 24000 mhz
