If this is real I'm betting it's just a way for OEMs to slap a "core i9" sticker on their overpriced prebuilt and we won't actually be able to buy them individually.

couldnt they just make them into i7's and then have those really be good i7's? like... with amd 3600 cpus these days can get 4.4/4,5 with an oc if they are pretty new where as older ones cant do that. but... those could have been 3600xt that just didnt make it so they remade them as 3600's. right?

The issue is yields. AMD have ludicrously good yields so they can afford to voluntarily junk CPUs that don't meet their requirements or criteria. Intel have shit yields due to their monolithic die so they are trying to use all of their functional (ie not broken) dies in some way
