Usually, but it depends on how it was done.  There is underclocking and undervolting.  One can sometimes lower voltag while overclocking and get the same speed with reduced power use.  Generally needs an unusually good chip.  Sometimes it works on most chips of a given type or most chips of a given type on a given motherboard though.  Depends on instance.  For example I understand on 3600 CPUs undervolting works unusually well depending on maybe motherboard or bios or something

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I just set the power limit in MSI Afterburner.

I don’t know enough about afterburner you know if it’s possible in that app.  usually getting it to work is even more ticklish than an overclock.  Advice Would need specific model of card and I still wouldn’t be able to give it.  Someone else here might though.

and Afterburner seems to lower GPU usage in taskmanager 'Copy' section to around 80%

I'm not an expert far from it but I can tell you my results. I am running 2 RTX 2060 and I set them to 80% power limit with Afterburner. The power draw on the cards dropped from 160W down to around 130W and lowered the temps quite a bit top card is at 65C lower card at 60. As far as I can tell it has had negligible impact on PPD.

ITNOS runs two 1070ti's at only 60% power draw, but are both OC'd +150mhz so they run at around 1800-1900mhz all while at or under 60ºC. Power draw is reduce by about 30% but PPD is reduced only about 10% compared to "Stock" or OC'd levels. MSI afterburner was used to set the power limits.

I’m currently running 5 2070 Supers, a 2070A, a 2060 Super, a 2060 and a 1660Ti all at the lowest possible power limits. I’m also running them only during the least expensive time-of-use period for electricity (19:00-07:00) to minimize the cost and limit the heat load during the AC season here (Ontario). Nets me about 8MPPD on weekdays and ~15MPPD on weekends. I’d estimate they’re producing about 15-20% less PPD at about 30-40% less power.

 

I’ve 3 1060 6GBs, 2 Rx5700XTs and a 1070Ti sitting idle until the temperatures cool. Turing is just so much more efficient than Pascal and the AMD cards are a PITA to tune in Linux.
