Whether there's a bottleneck also depends on the software you use. A single average % value is pretty meaningless.

I think some people are too much concerned about bottlenecking and should focus on not buying firecrackers as power supplies

A way I often think of bottlenecks is something like...

 

If the game performance doesn't improve with a better GPU, then the CPU is the bottleneck.  (It could also be the other way around.)

 

Example 1:  You're getting 45 fps average, 8 fps 1% low, with frequent 500+ms stutters, in a recent AAA game at 1440p ultra, with a Ryzen 3 3xxx or i5-4/5/6/7xxx, and a GTX 970.

You upgrade to an RTX 2080 SUPER.

You're still getting 45 fps average, 8 fps 1% low, with frequent 500+ms stutters in the same game.

Your bottleneck is the CPU.

 

Example 2:  You're getting 60 fps average, 20 fps 1% low, with occasional 150ms+ stutters, in a few years old esports game at 1080p high, with a Celeron G5900T paired with a GT 1030.

You upgrade to an i9-10900K.

You're still getting 60 fps average, 20 fps 1% low, with occasional 150ms+ stutters in the same game.

In this example, your bottleneck would be the GPU, since you upgraded the CPU and the performance did not change.
