So instead of that, I just wanted to know how far I can push this one and leave it be, then later down the line grab a new one and leave this as a backup or non-gaming/video editing tasks.

The best that can get with this is a 1650

I think it'll be able to handle 60 fps no problem

And I don't recommend a PSU either way

Because if it's an oem build like a Dell optiplex , while they look standard with normal mobos and psus ( even though it's janky ) they usually have different pin layouts and could cause a short and it'll make more  problems that it will fix

Got a bit of a weird one here:

I play mostly games on a console (you will see why below) and currently my setup can handle 1080p30 recording/streaming only before I start dropping frames, but I'm looking at a GPU and RAM upgrade that would allow me to push to 1080p60. The games will be running on a console and be captured through an external capture card (AVerMedia Live Gamer Portable 2 Plus) so the PC will just need to process the video and not the games themselves.

Currently running on a:

Intel core i7-3770 with an AMD Radeon HD 7770 1GB Ghz edition and 8GB RAM

Planned upgrade:

Intel core i7-3770 with a GTX 1650 (Asus Phoenix one) 4GB with 16GB RAM

Would this card be able to handle it? (since usually this type of question comes with a "this is low-end, get high-end GPU X", any suggestions like that should have in mind that I'm at a 350W PSU with no plans to upgrade it for now, so options are limited and this seems to be what most people recommended without going through a PSU upgrade)

I kind'a did one of the "suggested upgrade path" posts a few days ago (see below) but that section seemed to be over-flooded so I resorted in asking around multiple forums and boards.

I'd prefer to stay around $200 though I honestly don't have a specific budget (it's not like I'll upgrade again for a while, next one will be a whole new PC so a bunch $s more is not a big deal as long as it stays within reason).

What I have on offer at the moment at the local stores (already cross-checked multiple ones so without resorting to eBay or Amazon this is the lowest prices) is a "ASUS PHOENIX GTX 1650 OC Edition 4GB GDDR5 128 bit" at 170USD (there's a Palit model for slightly lower price bit that one is supposedly much more noisy) and 2 sticks of 4GB DDR3 RAM from Kindston for 49USD.

I AM fully open to other GPU models that will offer better performance, however the PSU will without question be a limiting factor for me.

Well a couple of things

A. Does the PSU have some sort of pcie cable like a 6pin

B. Did you or are you willing to consider used ?

To be honest, I'm not really sure, I THINK it does but I forgot to take proper pictures of it when I was last cleaning the PC (cant open it at the time due to it's location). PSU specs and connectors are one of the few things I've never really had experience with so never bothered to check for one until now.
This is the power supply in particular, https://microdream.co.uk/acbel-hba005-za1gt-350w-atx-psu-power-supply.html I'm pretty sure there is a 4-pin one (currently in the GPU) and I do recall seeing one other connector I don't recognize which might be a 6-pin one, but again, not 100% sure on that.

I guess a "if there is - X, if there isn't - Y" is also a welcome suggestion.

As for used, international purchase - not really, the risk is a bit high for me, while local used hardware market seems to be very close to retail prices and in some cases even more expensive. A few examples of lowest prices below:

Gigabyte GTX 1650 Super -> $213 ($199 new)

Gainward GTX 1660 Super -> $232 ($210 new)

Used PSU on the other hand I'm definitely not willing to consider as that would introduce too much of a risk overall I feel.

gtx 1650 runs without external power connecotr. it uses power from the motherboard itself. 1650 super uses either 6pin or 8pin external power connecotr. 1660 super uses 8pin external power connector.

For oeams wiht low end psu gtx 1650 is the best you can get.

Yea and I looked at the PSU and it  seemed jank

I only an eps and a 24pin and a couple of SATA ports and molex

Wow

That's kind'a the thing, if I replace the PSU with a decent one to allow a better GPU, at that point I'll also be considering a CPU upgrade and we start to reach a spot where I'm replacing anything other than the motherboard, so might as well just go for a completely new build and make sure everything is up-to-spec. With a bunch of PSU calculators, if I disconnect the DVD drive (not that I actually use it), I should drop the power usage to around 313W (assuming I didn't use them wrong) which will leave some reasonable overhead in case anything decides to draw more at some point, avoiding the possible stability issues.

So instead of that, I just wanted to know how far I can push this one and leave it be, then later down the line grab a new one and leave this as a backup or non-gaming/video editing tasks.

So assuming I'm not actually gaming on it while recording/streaming, should this work for a 1080p60 video?

As a general upgrade, I am guessing it's fair to say it will still be much better than the AMD 7770 I use right now, but it's hard to find just how much better am I getting (ignoring price-performance with other cards).

Yeah it was an OEM build so whole new set of headaches there...next one will be fully custom to avoid all this.

I guess that about covers my thoughts/concern on this. Thanks a lot for the info! ^-^
