need to know which case.

I'd probably stick with air cooling unless you trying to do a crazy sleeper.

What optiplex?

Consider drilling a couple holes, mounting quick disconnect fittings and having an external rad.

Those Optiplex cases are ugly.

I would drill holes at the bottom of the case and use rubber feet so air can go inside, would put at ~90mm thick rad there too.
