PC Turns ON then immediately OFF only at one house

I live in Indonesia and I have just built a new PC :

- Ryzen 7 3700x

- ASUS TUF x570

- 16gb DDR4

- 500gb Nvme + 4tb HDD

- Strix 2070 Super

- Seasonic Focus GX 650w Gold

The problem is, it turned on just fine at my house but won't turn on at my rented room near my workplace (turned on, then immediately off). 

Tried using my old corsair PSU (in my rented room) , works just fine. 

Tried at a nearby coffe shop with the new PSU, works just fine. 

Back at my rented room with the new PSU, still the same problem. 

I checked the voltage, and i think it's still normal (224v at 220v socket) 

Can anyone please help me? I'm out of ideas.

I read the thread "why you SHOULDN'T buy a Seasonic Focus (Plus) (Gold/Platinum)" 
The thing is, my Seasonic GX works just fine at my house and at the nearby coffee shop.

If it works just fine at home and you only have issues at the rented room it sounds like dirty power.

 

You could buy a UPS and connect the PC to the rented room's power through that.  It will help even out the signal.

It might be a ground issue.

I've seen the weirdest issues because there was either a lack of ground or no ground at all.

 

No idea how to check it, but that might be the issue.

But one of these to make sure the neutral and hot aren't reversed and to make sure the ground is present:

Also:  What else is on the same circuit in that room?  Could be interference introduced to the line by another device.

I tried to borrow my friend's UPS, still the same. 

Decided to move today, and it's working now.
