Depends on how 'from scratch' you want it to be.

You could go the Strange Parts route and find all the individual components of a phone:

You could go a little more custom by getting a microcomputer (like a Pi Zero) and building something around it

Or even more from scratch, by getting all the individual components on a board yourself and building a Linux distro yourself (which I say as if that is all easy to do)

It really depends on where you draw the line with a 'part' to a build.

You can probably still find all those parts individually on Chinese market places (e.g. Aliexpress, Taobao, etc.). They are just likely for higher prices.

Scotty from Strange Parts also built a Samsung phone:

which proved more difficult, as there are just way more people selling iPhone parts.

Keep in mind doing all of this will likely (for sure?) be more expensive than just outright buying a phone. It will also not be easy of course.

If you're confident that you can design your own Arduino with atleast GSM, Wifi, Bluetooth, storage, a camera, and a touchscreen integrated on the board, and then write the necessary software to make it do something with each of those peripherals, then you atleast have the fundamental knowledge you'll need to build on to design a phone.

Otherwise you've got a long road ahead of you. This isn't a project that you can go from zero to hero on in one iteration.

ENCRYPTION IS NOT A CRIME

I agree with everybody else. Go the Strange Parts way and build a device like he did. It won't be "custom" but you can atleast say you built it.聽
