Needing a cheap high-end video card is probably not a good justification for taking that kind of risk. Can you not get by with a 2070 Super? They're roughly the same cost as a refurbished 2080, and performance should be very close. I've bought a lot of used computer parts to build budget systems for myself and others, and I've had a considerably higher percentage of video card failures than any other part. These are relatively new cards, so the likelihood of them failing is low, but they ended up getting refurbished for a reason. If you really want the performance of a 2080, a new 2070 Super is going to be nearly identical and much less risk since you can get it new for the same cost.
