I was going to buy this 2080 because I need a cheap one.  I was wondering if this is a good deal because the ratings don't seem too good.  Would this graphics card be fine renewed?

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

You're still only getting a 90 day warranty. I wonder how hard a life a card that new has lived that it has been refurbished. Sounds like a factory dud that got returned and "fixed", then sold at a discount with a short warranty. Needing a cheap high-end video card is probably not a good justification for taking that kind of risk. Can you not get by with a 2070 Super? They're roughly the same cost as a refurbished 2080, and performance should be very close.

What is the chance of it actually breaking?

That's the million-dollar question, no way of knowing. I've bought a lot of used computer parts to build budget systems for myself and others, and I've had a considerably higher percentage of video card failures than any other part. These are relatively new cards, so the likelihood of them failing is low, but they ended up getting refurbished for a reason. If you really want the performance of a 2080, a new 2070 Super is going to be nearly identical and much less risk since you can get it new for the same cost.
