I decided to sell my PC for a new one, it had a GTX 1060 3GB and an i5-6600k and I wanted to buy one with a GTX 1070 ti and with a i5-8600k.

The PC was installed with Linux on its main drive alongside Windows 10. However when I tried to remove the Linux partition it wouldn't let me, thus I needed remove all the contents on the main drive, it wouldn't format it traditionally so I used the command prompt to force it to format the SSD and the HDD. I reinstalled Windows 10 via their installation through USB and everything was going fine and I even used it for more than 2-3 hours.

When he came to pick it up everything went well, and the deal was successful. But when he came home, he asked me why it would turn off  immediately after turning it on. I then asked him to open the case and sure enough the CPU heat sink (Cooler Master Hyper TX3 Evo) fell off. By no means is this normal, I've driven the PC all the time and I never encountered this. He then put it in place and the PC started but after some time, the PC would go into blue screen in random intervals, some would take long enough to install CS:GO on it, whereas some it would just go into blue screen after 5 seconds.

He wanted his money back but I've already used it, when he heard of this he filed to the consumer agency and I now need to fix it. What I think the issue is that the main drive might be faulty, thus it needs replacement. What do you guys think is the problem here?

there is no way in hell a tower cpu cooler can just "fell off". Buyer messed up with it and now he cant figure his shit out. Ask him to clear cmos and make sure he tightened cpu cooler.

He may need to repaste and reseat the cooler. The cooler could also be fucked and he may need a new one. Have him monitor temps as well. If there's a mechanical drive (HDD) it could have also been damaged in transit. The read/write heads could have made contact with the platters and fucked that up too. Some other misc connections could have also come loose (like power and and sata) so have him check those as well.

EDIT, may need to reseat RAM as well.

Or just don't care. He tested it. he bought it. It is his problem now.

This - the risk of buying used.

He liked what he exchanged his paper currency for.  If there was no further agreement in writing - chalk it up to experience.

@Adam-- if there is nothing in writing, and he knew it worked when he exchanged cash - what leg is he standing on that you are afraid you will end up in court?  Either he HAS legs to stand on and you aren't sharing everything...or he doesn't and don't worry about it.

The procedure of the Consumer Agency proclaimed by a staff is "The Consumer Agency will find a suitable solution on the matter.", and if that doesn't work out it will advance to higher authority. The higher authority then decides if this is court worthy or not, and I believe that the buyer has the advantage here.

If that's the way the system works where you are then don't let the buyer fix it.  Repair it yourself.  Then take pictures and note serial numbers.

Have the buyer literally sign a bill of sale stating it works after they are satisfied and state that they take responsibility for careful transport and setup if you aren't delivering it.

Prevent them from being able to come back at you after the fact.

In a couple of days I will fix it, however I cannot isolate the problem. That's why I'm asking for help here, and I doubt it's too late for them to sign a bill :v

Where do you live?  What proof is being presented.

Guy who bought PC: I gave this guy cash, and after handing him this cash after seeing a PC run as intended, I put it in my car and broke it.  Its his fault.  I didn't sign anything and neither did he saying he was on the hook after the transaction took place so Im still going to court.

Court: So PC worked and you handed him money, and after you took ownership you broke it and are blaming him?

Me: Lol

Guy who bought PC: Yes

Me: Still not understanding what leg he has, and what you are worried about.

It does sound like you are not telling the whole story.  Are you a business?  Did you and he sign a document?  This is how things work in most courts.

Hell - once a transaction takes place - in the US - that's it.  Wal Mart wants to touch my cart as I exit their invited into building to exchange currency for items - once the currency is exchanged Wal Mart no longer owns those items I do - the moment the exchange occurs and agreement took place.  As Im leaving if they ask to "check my bags" I kindly let them know that the only thing they own is the cart.  The rest is mine.  If they wish me off their property then can but the contents of the bags, and the bags themselves are legally mine.  They extended an invitation to exchange monies, if they want to revoke that - they can.  And its not trespassing unless I refuse to leave.

If they refuse to let me leave the store with MY goods for exchanged currencies Im being illegally detained, and bunch of people going to get involved and a lawsuit will come.

What Country do you live in?  Clearly not the US - but we also have a BBB (Better Business Bureau) which is Im guessing the equitable version of your Consumer Agency - the BBB here cant do...anything really.

I'm below 18 years old, and my parents are quite worried on the matter of it being on my permanent record, and no we didn't sign a contract.

On what leg he has, I don't know what that quite means.

Meaning to stand up I have to have a Leg to do that - at least one.

How is he going to "stand up in court" when he has no "legs to stand on" meaning he has no actual legal recourse.

My question is - what legal recourse did you give him?  Here in the US we have Craigslist - once the exchange takes place...nothing anyone can do about it so Im not sure what you signed or he signed or what video proof he has of a verbal agreement - if he doesn't have those things Id tell him to literally fuck off.

I live in Norway and the PC was sold on Finn.no. As of his legal recourse, that I do not know, most likely about false marketing. However that is left by the higher authority if the case is to be advanced or to be dropped.

He has proof of our conversations and of course the payment is done via Vipps, which is also provided by them to the Consumer Agency.

The CM Hyper TX3 EVO is held by plastic pins ;

If the buyer wasn't careful and transported the tower standing up instead of on it's side, it's possible the cooler would have fell.

The BSOD issues could also be explained by a damaged HDD because of vibrations.

All of the above is on the buyer though, not the OP.

If I were to fix the PC, it would be wise to bring with me an external drive with Windows 10 installed on it and boot on it?
