CPU cooler height measurement

Do they measure cooler height from the base of the heatsink to the top of the cooler or from the bottom of the side that is facing you to the top of the same face?

Is there a difference between those two? Sounds to me like you are talking about same measurement with different words. Case manufacturers give their clearance with same way too, from top of CPU to side panel.
