PC won’t boot after post

I’ve recently tried upgrading smh pc but have run into an issue I’ve seen others had but with no solution.

 

After changing case, ram, gpu, psu the pc tried booting into windows recovery mode but it restarts as soon as the windows logo appears or it freezes on the windows logo.

 

i tried the old ram and new ram in every slot, bought a new motherboard, tried the old gpu and psu but nothing works i have the same issue every time 

 

i have even tried with a new install of windows but it’s the same issue. It will either freeze as soon as the windows logo appears or it will restart.

 

i can get into the bios fine it won’t restart at all, but as soon as it tries to boot my issue arises.

 

i am able to boot memtest86 which showed no errors, and the motherboard lights also show no errors.

 

even when trying to install Ubuntu it will restart as soon as I press enter on the text area to start an install.

 

any help would be appreciated

Listing old and new specs could help to figure out what's going on.
