Guessing it depends where you live. Though fool-proof would be to look up the cheapest and google it a bit.

Not getting Samsung B-die for cheap, but even most cheap sticks overclock somewhat. I'd skip 2133Mhz DDR4.

Corsair Vengence LPX is a nice and cheap option.

I've gone with LPX DDR4 for several of the last computers I've built for myself, my office, and friends, I've always been happy with it.

G.Skill also makes great RAM, but I've not purchased any DDR4 from them yet.

It'd be good if you could let us know what platform you're going with.

My Current Setup:

AMD Ryzen 5900X

Kingston HyperX Fury 3200mhz 2x16GB

MSI B450 Gaming Plus

Cooler Master Hyper 212 Evo

EVGA RTX 3060 Ti XC

Samsung 970 EVO Plus 2TB

WD 5400RPM 2TB

EVGA G3 750W

Corsair Carbide 300R

Arctic Fans 140mm x4 120mm x 1

Today I've purchased some Crucial Ballistix Sport 3000Mhz CL15. They are in the cheap end, bought 32GB for 160€, but I see that people can easily achieve 3600Mhz CL16 with some OC. So I guess they are some of the best options for your case.

That's what I purchased: https://pcpartpicker.com/product/22vbt6/crucial-ballistix-sport-lt-32-gb-4-x-8-gb-ddr4-3000-memory-bls4k8g4d30besbk
