I am going to attend computer science lectures soon and i am looking for a budgeted laptop with 

1. i7 processor

2. dedicated gpu

3. Thunderbolt 3 (one will work)

Plz! Help me to overcome this dilemma

Are you in the US? I could probably find you something but it either won't have a very powerful GPU or have lower build quality.

I have a doubt about type-C port that can it charge my laptop?

Their are laptops with USB C but still have old fashion barrel connection for charging.

I am not completely into gaming but still i want to game some time.So, Nvidia mx150 or mx250 will be great

There's a few that charge over Type C and have dedicated GPUs, I don't know if any windows machines charge over thunderbolt in general, and would have a dedicated GPU on top of that.

Thunderbolt 3 just uses the same cable as Type C doesn't it?

I'll go in more detail when I'm home. If you're in the US, there's a discount link for Lenovo so you can get a P43s with a Quadro P520 for below $1000.
