Best RPM/£ case

I am currently building a new PC and want the most powerful cheap fan I can get. It does not need to be a premium brand like Cosair or NZXT, any cheap Chinese one will do. I dont want to spend more than £15 for 2 fans.

Do they need to be 120mm or 140mm fans?

 

I've personally used UpHere fans in Blue Build 2018 (signature) and they were good for the price.

? Are you looking for jet engine like sound? CFM at a given fan speed is more important then maximum fan speed, lower end fans usually need to spin faster to have a good air flow resulting in higher noise for the same performance.

Then get the cheapest fans on pcpartpicker with the highest CFM you can afford, the higher the CFM the higher air volume they can move at a full speed, but 3000rpm will be very noisy i would suggest getting decent CFM  with low noise level or more lower CFM fans, Rosewill make a cheap 4 pack 120mm fan but they are only about 30CFM, you pick 2 packs and put as much fans as your case allow. Thats the very budget solution.
