Does anyone have issues with lag and stuttering in Minecraft when you should not.

I have issues where utilization of my CPU and GPU resources are extremely low and in turn I have super horrible stutters and lag.


I'm using a laptop with A GTX 1070, i7 7700hq and 32gbs of ddr4
 
With all the Computer knowledge I cannot figure out what is causing my low fps in Minecraft. I've seen peoples computers who are worse and better than mine run Minecraft smoothly, so I really cant understand where this issue is coming from.

The Possible Issues that I have checked

Low Ram Allocation
I have allocated 8gbs of ram for Minecraft

Thermal Throttling
My temps are well below caps running around 80c for CPU and GPU whilst running Minecraft (I Have a Laptop btw so temps are kind of expected to get a little spicy)

 

Optifine
running optifine doesn't change the low utilization and yes I have tried turning up and down every single setting. (In the screenshots I know I'm not running optifine)

HyperThreading
I have disabled it and there is no affect in the performance
 

Lowering The Settings

I've Tried running lower render distances and graphics options and no performance improvement at all.


Different Graphics Drivers

I've tried running numerous graphics drivers and no performance improvement for any of them. 

Re - applying Thermal Paste

I have re- applied there paste

More Ram

I Have Bought more ram for my computer to have a total of 32gbs

I'm not sure what else to try and I cannot figure out this issue, I have had numerous issues with this laptop and games but every single issue I have fixed. I've reapplied thermal paste, bought more ram, clean it out quite a lot, but this issue with Minecraft baffles me and I cannot fix it for the life of me. The lag spikes get down to 6fps especially when destroying blocks.

Make sure windows power settings is not set to power save.

@DaltonM The lag and stuttering are consistent through out the whole playtime no matter what I do.
@elpiop I've tried many different version of optifine and Regular Minecraft and no improvement in performance. I've also tried different biome blend settings and it does not affect performance.

Have you try turning the rendering distance down to say like 10 or 12?

I easily get over 140FPS without Optifine if I just tone the render distance down in 1.14.1.  I only give it a max of 4GB of RAM as going to high with RAM in java will cause garbage collection issues.

@Ithanul lowering the render distance to 12 and under does improve the fps but I still have consistent drops and stuttering.
@DaltonM The 3d application is set to maximum performance and all the power management options are set to max performance.

I had the same problem about 4 weeks ago, the way i fixed it was i changed the java runtime application to the one that is installed from when you installed java (that means changing some of the setting in the minecraft launcher) not the one that Minecraft provided, there are a lot of tutorials on Youtube for this, i stated happening when i played the diversity 3 adventure map, i don't know the cause but that seemed to fix my problems.
