An i7 8700K or the i7 9700K would by all means be sufficiently of an upgrade from an i7 2600K either ways, it's more about how far one's comfortable affording, we all know the 9900K is indeed salty price wise but you still somewhat get what you pay for.

The GTX 1060 is already a sufficient card for hardware acceleration, Turing based card however could be better for NVENC encoding though to the point I'd consider the GTX1660~1660 Ti ~ RTX 2060 if pricing allows, the benefits for Premiere Pro are noticeable, it's a matter of how much you're comfortable spending.

Not really for a daily use machine with plenty of content creation in mind you actually want to avoid these, a DRP4 will be more silent than most 280/360 AiO's out there while being far more reliable as it has less breakable parts and is less susceptible to failures. All that while being able to keep the i9 9900K at 5ghz if needed.

The case cannot fit a DRP4 i want to suggest NH-D15 but looking at the case nvm.

No no Luke I didn't say Intel is better.  Just my dad is picky and he told me no AMD , I explained to him how its better bang for the buck, but he doesn't want to hear it, so I told him fine well get you a 9900k or 9700k as the  above chap recommended.  Also I think we can pull out his 1060 6GB and put it on the new Rig.  What is the cheapest video card you can buy for his 2600k Sandy which will be a dummy machine, just there to see what apps he needs to install.  He has over 130 things installed in cpanel.  He does lots of work so he deserves it.  Plus his current Sandy 2600k with SSD is soo slow.  It takes couple seconds for my computer to come up.  His system is tangled really bad, going from WIn 7 to Win 10 and all the junk he has installed, which he does use lol.

Getting a different case is fairly straight forwards and simple, even if that was not en option you can actually cool the i9 9900K for something like 4.8ghz with completely acceptable noise level off a NH-U12A, this is really a non-issue on the great scheme of things, in fact I feel our Forum has a tendency of only remembering the NH-D15/DRP4 even when those are unneeded.

Oh sh*T I never thought of that.  Yes it has iGPU.  Wow well use that and just pop out the 1060 and put it in new rig.

i mean... it's also an option, you have something outside noctua and be quiet, but i'm not too familiar with them

I'm not angry. Stop being so sensative. Stop saying Ryzen will only be 8 cores. TR4 is irrelevant.
