It is a very good price and i am considering buying one. But does anybody here have experience of using this card?

Its a blower style cooler so it likely will be quite hot and loud.

Never buy a blower card

Question is how cheap it is? 

If cheap enough, you could put on an aftermarket cooler on it.

But then again, might look for better AIB model, something that might come with Samsung memory

Vega 56 isn't too much of an upgrade, just wait for NAVI to drop in June/July maybe.

AMD's GDC event is March 20th

Blower cards are actually great for cases with poor airflow. Like OEM cases
