Extreme ghosting? Or just YouTube issue?

I recently build a new computer and for some reason, I’ve been having issues with YouTube and video sites in general seems like lots of ghosting even after site refresh.

Im not sure if it’s somthing with my monitor or my gpu or YouTube. In addition to the ghosting, I’ve also gotten many random red little pixels show up and disappear in the dark/grey parts of my screen when gaming or watching Videos.

 

heres my specs:

 

intel core i7 8700

nzxt z370 motherboard

Gtx 1070 (bought used)

32gb ddr4 3200

Corsair 650W Psu

Display: 1080p 144hz 1ms refresh

 

I also use hdmi from my pc to my monitor.

 

Any ideas what it might be?

Does this happen during gameplay too?

it looks like you possibly did not install your GPU correctly, that or your drivers are not updated

 

edit: I think it’s because it’s used, the previous owner probably got rid of it for the same issue

However, i believe it could be your monitor, what monitor is it?
