Doesn't look like it's during gaming with your GPU at only 5%. The GPU and CPU just ramped down from high load, you can tell from the graphs.

It is normal though, that's the all-core boost clock.

I thought the turbo boost was 4.8 I also got off the game for a sec to check it that’s why it ramped down

So is gaming only all core and not single?

You can see for yourself by right clicking the CPU graph in Task Manager > Change graph to > Logical processors.

if you have good cooling you can dial in an overclock which will lock all cores to 4.7-5ghz depending on how hard you wanna push it.

I definitely don’t wanna kill the CPU but I might overclock it I have a dark rock 4 pro cooler

Ensure Bios is the latest version. (version F7 or F8)

"You can access the “Q-Flash” screen at any time by pressing “F8”. From this screen, you can save or load a BIOS from an attached USB drive."

Enter the bios and hit F2

Under Advanced Memory Settings” you can enable XMP by setting profile 1.

Advanced CPU Core Settings set the following:

Set CPU clock ratio to 48.

FCLK for early power on to 1ghz

AVX offset to 0

Enable CPU flex ratio override and set it to 48

Advanced Voltage Settings

under that go to:

Advanced Power Settings

set vcore loadline calibration to a setting halfway down the list.

Advanced Voltage Settings

under that go to:

CPU Core Voltage Control

set CPU vcore to 1.3v

disable Vt-d on the chipset tab.

Also if you can find C-states and speedstep, disable those (they are a CPU power saving feature)

Perfectly normal, thats your turbo speed while the cpu is loaded.
