Dude, honestly after reading all of these posts it does not seem like you need a ThreadRipper.  IMO, you can do all of this with a 9900k and make sure to OC it tho.  Also I don't think you will max out the CPU with all your doing.  Those are 16 fast and powerful as f&ck.  Go with the 9900k and a ASUS or Gigabyte mobo and 64GB Ram Kit 3200Mhz and all that jazz.  For video card just grab a 1080 8GB from somewhere doesn't matter what company its from, just getting the cheapest one you can find.  I don't want to piss off that sexy CPU with a cheap pos video card so ya 1080 8GB will do good for you.  Anymore questions my friend ?

Is it better to go i9/i7 or threadripper for multiple emulators, streaming games and media(plex) at the same time?

Threadripper, if time is money. Get the 2990WX, it'll pay for itself eventually

You'd have to be doing some serious emulator work. Why do you need so many instances of Blue Stack?

What would help is, list the applications and number of VMs that you aim to run, are you planning to have other pcie cards installed (say like a RAID controller, etc.), do you plan use mutliple m.2 slots (Threadripper platform usually offers three slots that use part of the 64 lanes offered), and/or other hardware you want to run on the system.

We are still not sure after all the posts exactly what you do and how many threads it will take up ?  I doubt blue stacks is going to need 64 threads thats for sure.  With 64 threads you can run to games at once, render in the background and do your media plex and run a batch operation. 20 of them. lol  All this @ 8k resolution @ 200fps with 2x 2080 Ti's oh and at minimum get 64GB ram.  You should be more concerned with peripherals and what not then what cpu you need.  I can probably do all you said in the OP with my setup.  I know this because my rig gives a higher CPU queen score then a stock 8700k ........  So ya single core speed you will lose out with the threadripper, compared to a 8700k or a 9900k.  Do you know how many threads your going to use ?  That is my key question for you.

I think i know what you will be using that for. is it for Ragnarok Mobile? if yes, then you should be okay with R5 or R7. threadripper is too much i think for that workload. typically, you can set-up your instance with 2 cores and 2-4 gb ram if you'll be going to switching to each instances. R7 should be enough if you'll be streaming. You can also step-up your ram capacity to 32 if you want to have a smooth transition between 3 instances.
