Will A I5 7700K bottleneck a 1080ti sc?

Can't tell whether you're joking here, but do you mean the i5-7600K or the i7-7700K?

depends on the games and depends on the resolution. Remember for games that only use 2-4 cores, then the i5 isn't that far behind in raw performance since it's in the same single target ballpark.

if u stick to 4k nope

lower resolutions if u want high fps maybe probably

As always: No answer possible.

 

If it bottlenecks, depends completely on your settings and games, and resolution. As long those are unknown, it's not possible to answer your question. ^^

 

Do you play Witcher 3 in 5k Resolution with 30 fps lock? No, it won't bottleneck.

 

Do you play Witcher 3 on a 1080p 240 Hz Monitor with a 240 fps target?  Yea, it will bottleneck hard. But that has Nothing to do with the GPU, but with the Fact that an i5 will not be able to push this much fps in modern titles.

 

If you tell us what you want to do with those components (the more precise the better), THEN we can tell you where the Bottleneck might be, if there is one.

do u really buy a 1080ti for 1080p though lol i bought mine for 4k

and run it with a 6600k does just fine maxing 4k 60hz out
