A difficult Decision

So I have a tough decision to make. My Current P.C is running on a i7 2600, but im running on a stock rig (except for the GPU and PSU). But the Shitty Intel Motherboard seems to be bottle-necking my Cpu, because my Device manger says its running at 2.6 Ghz but a i7 2600 is supposed to run at 3.4 ghz. So I need to decide whether I should buy a New motherboard so the i7 can run at its full potential or Should I just get a  new CPU? Thoughts?

I already Got a new PSU the stock PSU is in the trash. Ill send you the link to my PC build on PC partpicker

Device Manager does not report real clock speed, it is used to retreive name of the product. 

 

Low clock speed isn't a bottleneck. Bottleneck in layman's term is when CPU can't handle the GPU.

be sure to have load on the cpu to see the right speeds while working

that would explain a lot because I checked device manager when nothing was running. So ill probably be fine now that I think of it.

I am curious though how did you get clock speed in Dev. Manager. Can you upload a screenshot?

Not currently because I am at school using a Chromebook :(. But ill try to remember to upload a screen shot later tonight.  
Its 12:52 Easter Time where I am so ill upload one between 4 and 7 pm eastern time.

yeah but it should show base clock (eg 3.0ghz like yours) not random 2.6 out of nowhere because i7 2600 base freq is 3. 4 w/ turbo at 3.8
