So  what should be his processor

I5 4430  (used)        INR 20k (system)

I3 7100                     INR 8000(+mobo)

Fx 6300/6350          INR 8000 (mobo incl)

Fx 4300                    INR 6000 (+mobo)

You could go with an i3-6100 or the Pentium G4560 is a hyperthreaded Pentium which will be very good. Zen will for sure probably be releasing a 4c/4t in the lower budget if you maybe want to wait to go for a budget Zen build.

How much can you get an i5-6500 for where you live?

Getting a i7 7100 is pointless, terrible performance, with a price premium for being brand new

No...

With his Budget an i5 is over half of it. An i3 can game just fine and so can the new kaby pentiums

i3-7100*

And if he goes for a i3-6100 or the new Kaby Pentiums, they don't have terrible performance. Just because it's a dual core doesn't mean it sucks. I streamed Rocket League 60FPS no dips 720p for hours a day on my i3-6100. Played games like GTA V just fine high-ultra settings 1080p.

Alright, still doesn't accept that the i3 and new Kaby Pentiums can game just fine.

I would wait for ryzen it will be here soon enough, with a new CPUs which might be in your budget and offer better performance than current CPUs in it

The owner of "too many" computers, called

The Lord of all Toasters (1920X 1080ti 32GB)

The Toasted Controller (i5 4670, R9 380, 24GB)

The Semi Portable Toastie machine (i7 3612QM (was an i3) intel HD 4000 16GB)'

Bread and Butter Pudding (i7 7700HQ, 1050ti, 16GB)

Pinoutbutter Sandwhich (raspberry pi 3 B)

The Portable Slice of Bread (N270, HAHAHA, 2GB)

Muffinator (C2D E6600, Geforce 8400, 6GB, 8X2TB HDD)

Toastbuster (WIP, should be cool)

loaf and let dough (A printer that doesn't print black ink)

The Cheese Toastie (C2D (of some sort), GTX 760, 3GB, win XP gaming machine)

The Toaster (C2D, intel HD, 4GB, 2X1TB NAS)

Matter of Loaf and death (some old shitty AMD laptop)

windybread (4X E5470, intel HD, 32GB ECC) (use coming soon, maybe)

And more, several more

Go with the 6100. If the Pentium G4560 is available for a bit cheaper keep in mind this is basically the same thing as an i3-6100 but 200Mhz slower in clock speed.
