I wanted to use my camera (canon 750d) for streaming but in order to do that i have to use a battery dummy so i dont need to swap the battery in the middle of stream. My fried recommend me to use a battery dummy.

So my question is, is battery dummy safe use?

As long as you either use the official one that Canon makes, or buy an appropriate aftermarket one, yes. Battery dummies are what power most DSLR cameras you see on display in retail stores, since it would be absurd to have to charge them up every couple of hours.
