Checking your F@H stats you only have 2 WUs successfully completed and uploaded (as of last update 2 hours ago)

To be eligible for the Quick Return Bonus you need the passkey and have successfully submitted 10 WUs, and maintain 80% return rate. Once you reach 10 work units submitted you should start getting the quick return bonus. You're looking at roughly a 10x increase in your points, which would put you at around roughly 1mill.

I started another work unit (making my total 2 completed, 1 in progress), this time with the slider set to Full Power. My PPD is now at ~993k. Pretty close to 1Mil even without the QRB? Any idea what's going on?

It's just giving you a relative estimates based on the point worth of your current WU, and if you were to get the same one each time you finished it for 24 hours.

Not all Work Units are worth the same points; and it depends how much of the dedicated hardware is working on them compared to other stuff.
