Ryzen 3 3500U + 16GB of ram good enough for VM?

yep it will do well.

is my machine good enough for running a VM? 

 

I am planning to run Ubuntu / arch just to do some experiment with DE/WM s etc.

If it is not broken, let's fix till it is.

I am planning to buy Asus Vivobook 15 with Ryzen 5 3500U and 8gb ram will it be good to run android emulator for developement? If not can you please suggest a better config?

I assume the more ram you get the better. I am not really familiar with this. You should post a dedicated thread on laptop purchase section.
