Top notification bar won't go away

I'm trying to close the "Phishing Emails & YouTube Messages" notification bar on the top, the X won't do anything.
Happens on multiple computers, I'm giving the link to the version my college uses, but mine at home is also chrome with (likely) the latest version :

Edit : Aparently, if I click on the link, then I can remove it ?

aparently, Idk why but since a day or two ago the X button woudn't close it, but I just clicked the read more link and then I could close it

Same thing seems to happen on Firefox
Clicking it adds a # to the end of the link, but the notification won't go away, clicking "read more" then closing works though.

Same thing happening to me too. Firefox, Windows 7, Adblock Plus disabled.
