Hello good people,
my 3080 always stays at a locked 1710MHz (which is the advertised boost clock of my paricular model) and consumes 100W at idle. Normally it should clock down to around 500MHz and consume more like 30W when idling. I've had this issue before and somehow fixed it. But i can't remember how. My energy settings are "balanced" in Windows and "normal" in the Nvidia driver. DDUing does not fix it. I have no OC app like Afterburner installed, no GeForce Experience, etc. I have no idea why my GPU is doing this.
I hope someone can help me fix this again...
If needed, exact model of the GPU and full system specs are in my signature.

In the Nvidia Control Panel there's a Power Management Mode option under Manage 3D Settings. Is that what you're saying is set to Normal? I've only ever seen Optimal Power, Prefer Max Performance, and Adaptive.
Using Adaptive or Optimal Power should allow it to downclock.

Basically. Depends on the games a lot of the time. But its just an overclocked 2080 Super Vs. a stock 2080 Ti.
There is a sizeable performance boost with Zen 3.

I took out the two screws and the thing in the image below came off. This has a removable plastic layer on it. Wondering what ths is for.
I tried putting the GPU in, and I did, but it was wobbly, so I took it out again. Is the thing pictured supposed to help it stand up straight?

That would be an upgrade, that I wouldn't go for personally as it's a bit small, but the TX550M will handle it fine as well.
TBH 550W is more than enough for pretty much every modern system. Excluding HEDT and Dual GPU of course.
