Did you reinstall windows when swapping motherboards?

The general consensus is to reinstall windows whenever swapping motherboards.

I doubt it would. 

it will be fine. anything that's 12 core and around the 150A current and up will give it a rough time but this is fine.

Both are Wi-Fi 5 compliant so I doubt you'll notice anything

Nope there has been no recent updates and all drivers are up to date. All been checked. When I run windows troubleshooter it says the DNS server is not responding and then it will reconnect but the speed it very slow. 

If you had an update before you noticed your WiFi speed plummeted, you could try opening device manager, selecting the adapter, and rolling back the device drivers. Or, if an update is available that you don't have, you could check for that on MSi's website. 
That's probably where I'd start first. If nothing else in your home has changed, just your internet speed dropping, then there is certainly a solution that doesn't involve another purchase.

Ran into a post recently where a guy had 200mbps max and he fixed it by allowing his device to access higher frequency signals.

I know it's a bit of a silly question, but do you have the antenna attached to your computer's wifi adapter? (Assuming you're on a desktop computer)
When I got a pre-made pc sometime in 2014 I actually had no idea I was supposed to screw this cheap looking piece of plastic onto the back of my computer, since no other devices I owned needed one to connect to the internet 😅

I'm willing to bet you're a bit smarter than me though, so let's start with what kind of wifi adapter you have. If it's fairly old, or is otherwise only rated for 2.4 ghz, it will surely run slower than your phone. Phones typically have very good wireless in them, and speedtest will run faster on my phone and laptop than on my desktop's wifi, even with a decent modern wifi card.

2070s is around 17% faster on average. But it has support for the new NEVEC codec and hardware RT shading - which makes it a better buy
 
If your performance doesn't match online results for the same model of GPU, then there might be something wrong with it. But otherwise - that's just how it is.

I would be happy with that on 1080p.

I get around the same fps using an rtx 2080 super and a ryzen 5 3600. considering that the difference is very small between 2080s and 2070s it seems like your game is running fine. i get on max settings1080p no rtx 120-170 fps most of the times in the 130's and 140's. you're all good man

I reckon you should turn it off first in the Control Panel, though I've never actually tried enabling Sharpening that way.

Have you disabled film grain in the game's video settings?

Setting the AA to Filmic T2x and enabling Sharpening in-game through Nvidia Freestyle works decently for me personally.

You can try using the adapter with the other monitor, but chances are the adapter is your problem.

The max allowed temp with that CPU is 95C, so you're in safe territory in general.
There are many different AIOs (with many fans, few, different sizes, etc.), but I would generally say 65-75C max is good, if you are working with a 20-30C ambient temp.
